International Forum on Global Warming Problem

  Considering the nature of Japanese society in the 21st Century, Japan must urgently tackle such important problems as ageing, the expansion of fiscal deficits, and the worsening of global environmental issues. In this context, it is a significant challenge to establish strategies that will lead the economy to a path of stable and sustainable growth without a decline in economic welfare. On these topics, a lot of researches have already been launched abroad, and it will be difficult for Japan to resolve those problems on its own.
  Since the beginning of the 21st century, the Economic and Social Research Institute (ESRI), Cabinet Office, government of Japan, has commenced the "International Collaboration Projects" to address these problems from various viewpoints; a number of research terms, both at home and abroad, will participate. Since April 2002, a total of 21 research groups have been carrying out two-year studies as part of the Projects. Research themes include the effective employment of IT, resolving fiscal and social security problems, and creative solutions regarding resources, energy, and the environment that will lead to sustainable economic growth.
  Therefore we invited Professor Carraro, Professor Convery and Professor Ueta, who have participated in the international collaboration project, to a forum involving specialists from inside and outside our country for the purpose of considering what we should do now about the global warming problem.

6. Issues for Discussion
(1) How should we advance international cooperation in the measures against global warming?
- How should we build the common rules of the framework, so that all countries including the U.S. or a developing country can participate?
- What is the role of Japan when advancing international cooperation in the measures against global warming?
(2) Nationally, how should each field and each class tackle the global warming problem?
- How should we advance the measures against global warming, aiming at coexistence of environment and economy?(Measures in the industrial sector)
- What are the measures against global warming which every citizen can implement? (Measures in transportation and a public welfare sectors)
Note ) An international conference on"The Challenges of Global Warming and The Recycling-oriented Society "was held just before this open forum, with the participation of experts including the panelists of this forum.
