Workshop on Efficiency and Equity in Public Finance

    In the 1990s, the budget deficit in Japan expanded quickly and the tightness of the financial conditions became pronounced both in the central government and the local governments. And also, full-scale arguments about the reconstruction of government finances are beginning.
    Based on the present conditions, the Public Finance Studies Unit at the Economic and Social Research Institute is undertaking theoretical and empirical studies on financial efficiency and equity from the viewpoints of 1) productivity of government expenditures; 2) how the tax system should be changed; and 3) studying examples of fiscal reform in other countries.
    To deepen further the above-mentioned research and to obtain research results that are richer for policy implications, we held the "Workshop on Efficiency and Equity in Public Finance" on June 27, 2002. In this workshop, we invited researchers from overseas who are studying these fields, and asked them to report on their newest research results on financial efficiency and equity. Many fruitful discussions with researchers at our institute were had.
